Question: How Can an Agency Access a Closed Restricted Case or Intake?

 

 

The System Administrator has the ability to "unrestrict" any restricted cases or intakes.

1.    On the Home screen, select the Administration tab.

2.    Click the Utilities tab.

3.    Choose the Restrict Case / Intake link in the Navigation menu.

4.    In the Restriction Type field, select Case or Intake.

5.    Click the Select button.

6.    Search for the restricted intake or case.

7.    Click the Select link in the appropriate row.

8.    On the Restriction Details screen, uncheck the Restricted check box.

9.    Click the Save button. This removes the restriction from the case or intake.

 

Below are the business rules associated with the restrictions of cases and intakes (CF39):

1. Restricting a case or an intake is an irreversible process.  However, if it occurs in error, it can only be corrected by the Agency Security Administrator.

2. A case can be restricted by the assigned worker or Supervisor (explicit or implicit).  An intake can only be restricted by the screening decision maker who screened the intake or their supervisors. 

3. A user with the user group of Agency Security Administrator is able to restrict (or unrestrict) a case that is currently "owned" by their own agency.

4. A user with the user group of Agency Security Administrator is able to restrict (or unrestrict) a case that is in Closed status, but was last "owned" by their own agency.

5. A restricted case can be accessed by a user who is assigned (explicitly or implicitly) to the respective case.  A restricted intake can be accessed only by the screening decision maker who screened the intake or their supervisors before it is linked to a case.  After it is linked to a case, the intake can only be seen via the case it is linked to according to the rules for accessing a restricted case.

6. A restricted case that is owned by an agency (or was last owned by an agency) can also be assessed by a user with the security group of Restricted Case Viewer who is employed by that owning agency.  This user is able to access all links on the left-hand Navigation of that case, as well as the following links:  View Case Information, Linked Cases, View Case Status History, and View Assignment History.

7. If the restricted case in question is an adoption case (including one that is closed and sealed), the user must possess the security to access the adoption case (or the closed and sealed adoption record), as well as meet one of the requirements specified in rules 5 or 6 above in order to access the case.

8. Cases and intakes may be restricted regardless of status.

9. If an intake is restricted, then a case created from that intake is also restricted.  Conversely, if a case is restricted then the associated intake is also restricted.

10. Linking an intake to a restricted case causes the intake to be restricted.  Conversely, if you link a restricted intake to a case then the case becomes restricted.
