The Department of Children and Youth is  responsible for ensuring the adequate and competent management of agencies that offer care to children in out-of-home settings. Particularly, DCY –through the Bureau –must pass upon the fitness of agencies that provide foster care, adoption, and residential services to children and/or their families. Public Children Service Agencies (PCSA), Private Noncustodial Agencies (PNA), and Private Child Placing Agencies (PCPA) are monitored by the Section to ensure compliance with administrative, governance, fiscal, child services and treatment, and operational standards as prescribed by the Ohio Revised Code (ORC) and Ohio Administrative Code (OAC) in:

• ORC Chapters: 5103 and 3107;

• OAC Chapters: 5101:2-01, 5101:2-05, 5101:2-7, 5101:2-9, 5101:2-48; and

• OAC Chapters: 5101:2-33; 5101:2-39, 5101:2-42, 5101:2-44, 5101:2-47 and 5101:2-52.
